It is possible for oily skin to become dehydrated?

Yes. Often when someone has an overproduction of sebum (oil) as in the case of acnic skin. To eliminate clogged pores or blackheads, they over compensate by exfoliating too often and/or washing their face with the harsh cleansers. Instead, of controlling the oil production, they are actually damaging the skin’s natural moisture barrier. This is the outermost layer of the skin helps retain water and moisture

When the skin’s barrier gets damaged, it creates small, invisible cracks in the skin. Through these cracks, moisture can easily escape and irritants can enter more easily. When you touch skin that's dehydrated it has a rough, tight and dry feeling. Perhaps showing some irritation and flaking.
